For this you will need PSP 7
Open a new image 500X 500 transparent. This will give you lots of room to play with.
floodfill the background layer with black so you can see what you're doing. We'll delete this layer later
Set your foreground color to null, background to white. You could use another color, but white is best if you want to do the cutout or colorize it later
Click on your preset shapes tool, use these settings


Draw an Ellipse, like this



Now draw one vertically, so only the top shows, like this



Now draw a smaller ellipse at the top. Go to edit-copy, then edit-paste as new vector selection. Do this until you have a total of 4 toes. Position them at the top like this



layers-convert to raster
Now if you want, you can delete your background layer. Merge the layers visible if you want and save as a tube or selection to make more paws later
Now for the cutout. Selections-select all, selections-float
Go to effects-3D effects-cutout and use these settings



I used #787BE8 for the shadow color, but I think it would look OK with most any color
That's it, all done :)
