This was written for Paint Shop Pro 7 Using Eye Candy 4000. I'm not sure if it will work in other versions.
You will need
Jasc Paint Shop Pro 7, get it Here
Eye Candy Candy 4000, get it Here
My genie bottle selection files, get them Here
Unzip them to your selections folder, if you don't have one, make one now.
Open a new image 400x400 pixels
Set the foreground to #800BDB
Add a new layer. Load geniebottle1.sel from the folder you unzipped the selections to.
Floodfill the selection, do not deselect.
Go to Plugins, Eye Candy, Glass, use these settings
  
Ctrl+D to Deselect
Add a new layer. Load geniebottle2.sel. Flood fill with white.
Go to effects, Eye Candy, Chrome
Use these settings
  
Ctrl+D to Deselect
Add a new Layer. Load geniebottle3.sel. Floodfill with white.
Effects, Plugin filters, Eye Candy, Chrome, use the same settings as before.
Ctrl+D to Deselect
Add a new layer. Load geniebottle4.sel. Floodfill with white.
Effects-Plugin Filters-Eye Candy- Chrome- Use these settings
  
Ctrl+D to deselect.
Add a new layer and load geniebottlelines.sel. Floodfill with white.
Go to Effects- Plugin Filters-Eye Candy- Chrome.
Use the settings.
  
Ctrl+D to deselect.
Layers-merge visible
The bottle itself is finished.

Or if you want to add the puff of smoke:
Add a new layer. Load geniebottlesmoke.sel
Go to effects- Plugin Filters- Eye Candy- Smoke and use these settings

And for the color tab, check natural smoke
Ctrl +D to Deselect.
You may want to round off the puff. Zoom in and use your eraser brush set small, erase a small portion of the smoke at the top and sides so the edges are rounded.
You're done. Merge the layers visible and crop the excess. Tube it for later use.
