This tutorial uses PSP 7 I think it would probably work in 6 too

Before you start, check your preset shapes to make sure you have the heart shape. This comes with the CD version of PSP.If you have the downloaded version of PSP 7, and you don't have the heart shape, you can get the set it comes with Here

Open a new image 400X300 transparent. This will give you plenty of room to work with, you can crop it later.
Set your background color to #9E7048
Set your foreground style to null
Click on your preset shapes tool, use these settings


Draw a rectangle in the center of the image


Change your settings to the following



Draw a heart. Grab one of the squares in the center of the heart and turn it sideways. Now position it at one end of the rectangle.


With the heart still selected, go to edit-copy. Now edit, paste as new vector selection
Grab the handle in the center, turn it and put it sat the opposite end


If you are happy with the shape, go to layers-convert to raster
Now go to Effects-Noise-Add and add 11% uniform noise
Selections-Select all, then selections float
Go to effects-3d effects-cutout. Use these settings


Do this twice
ctrl+D to deselect
Now layers-merge visible and you're done. If you tube your dog treat, don't forget to crop the excess background space
