For this you will need PSP 7
My Files Unzip the selections to your selections folder, open the brown fur pattern and minimize it on your workspace
Open a new image 350 X 450 Transparent
Set your foreground style to the brown fur pattern
Add a new layer, name it legs. Selections-load from disk and load ebedtimebearlegs.sel
Floodfill with the fur pattern
Selections- float, effects-3d effects-cutout
Use these settings
Vertical and Horizontal-0
Opacity-62, Blur-18.8, shadow color black, fill interior unchecked
Ctrl+D to deselect
Add a new layer, name it body. Load ebedtimebearbody.sel. Floodfill with the fur pattern
Selections-float, effects-3D effects-cutout and use the same settings as before
Ctrl+D to deselect
Add a new layer, name it arms. Selections-load from disk, load ebedtimebeararms.sel
Floodfill with the brown fur pattern
Selections-float, effects-3D effects-cutout and use the same settings as before
Ctrl+D to deselect
Add a new layer, name it head. Load ebedtimebearhead.sel. Floodfill with the fur pattern
Selections-float, effects-3D effects-cutout and use the same settings as before
Ctrl+D to deselect
Add a new layer, name it face. Load ebedtimebearface.sel. Floodfill with the fur pattern
Selections-float, effects-3D effects-cutout and use the same settings as before
Ctrl+D to deselect
switch your foreground to solid fill, black
Add a new layer, name it eyes. Load ebedtimebeareyes.sel.Floodfill with black
Effects-3D effects-Inner Bevel, use these settings

Ctrl+ D to deselect
Add a new layer, name it nose. Load ebedtimebearnose.sel. Flood fill with black and use the same inner bevel
Ctrl+D to deselect
With your foreground still set to solid black and your background set to null, click on your draw tool and use these settings

Draw a vertical line down from the nose. Now draw a horizontal line at the bottom of the vertical. It should look like this

When you are happy with the mouth, go to layers, convert to raster
Add a new layer, name it gown. Load ebedtimebeargown.sel
Floodfill with a color of your choice, I am using #B8BAEA
Selections-float, Effects-3D effects-cutout and use the same settings as before
Ctrl+D to deselect
Add a new layer, name it trim. Load ebedtimebeartrim.sel
Switch your foreground to linear gradient, use Jasc's metallic gradient, repeats-angle 0
Floodfill with the gradient
Make sure your foreground is still the gradient, background is null
Click on your preset shapes tool. Use these settings

Draw an ellipse like the following

Grab the handle in the center and turn it

Layers-convert to raster. Now edit-copy, edit past as new selection. Image mirror and position the second one like this

Deselect
Now click on your draw tool, use the same settings as before, draw a line like this

Layers-convert to raster, edit-copy, edit paste as new selection, Image-mirror
Position it like this

Deselect
Now set your foregroud to null, background to the metallic gradient. Click on your shapes,
use the same settings as before. Hold down your shift key and draw a circle.

Layers-convert to raster
Add a new layer, name it hat. Load ebedtimebearhat.sel
Floodfill with the same color you used on the gown.
Selections-float, effects-3d effects-cutout and use the same settings as before
Ctrl+D to deselect
Add a new layer, name it hat trim. Selections-load from disk, load ebedtimebearhattrim.sel
Floodfill with the metallic gradient. Ctrl+D to deselect
Add a new layer, name it hat ball. Selections-load from disk, load ebedtimebearhatball.sel
Floodfill with white
Selections-float, effects-3D effects-cutout, change the opacity to 51 and the blur to 7.5
Ctrl+D to deselect
Layers-merge visible and you're done
