For this you will need Paint Shop Pro 7
My selection files and gradient Unzip the gradient to your PSP gradients folder, unzip the selections to a folder of your choice

Open a new image 466 X 474 pixels
Add a new layer
selections-load from disk, Load esun1.sel
Set your foreground style to gradient, use the sun gradient, style linear, angle and repeats 0
Floodfill the selection with the gradient
Ctrl + D to deselect
Add a new layer. Selections-load from disk, load esun2.sel
Floodfill with #F2E9C8
Ctrl + D to deselect
Add a new layer. Set your foregound back to gradient, same settings as before. Use the airbrush with these settings


Spray some shading on the sun, like this

Go to effects- Blur- Gaussian Blur, use a radius of 15
Go to selections- Load from disk and load esun2.sel
Selections-Invert, hit your delete key
Ctrl + D to deselect

Now for the face. You can skip this part and draw a more detailed face if you like.
Set the foreground to black, background to white
Use the preset shapes tool. Set it on ellipse, Retain style UNchecked, antialias and create as vector should be checked.
Draw an ellipse, like this



Set your foreground to null, background to black. Use the preset shapes tool, same settings as before, draw another ellipse inside the first one, like this



If you are happy with the way this looks, go to layers- convert to raster
Now go to layers- duplicate, then image-mirror and position it on the other side of the face

Set the foreground to black, background to null. Use the draw tool, line width 1, antialias and create as vector checked, close path should be unchecked. You can either use bezier curve or freehand line, whichever is easiest for you. Draw an eye brow like this



If you are happy with the shape, go to layers- convert to raster.
Go to layers- duplicate, then image-mirror and move the duplicate into position over the other eye
Use the draw tool, same settings as you just used, draw a curved line for the nose, like this



If you are happy with this, go to layers- convert to raster
Use the draw tool same settings as before to draw a curved line for the mouth



If you are happy with this, go to layers- convert to raster
Layers- Merge visible and you're done
