For this you will need PSP 7
Eye Candy 4000

Open a new image 500 X 500 transparent.
You don’t need to add any layers for this. Go to selections-select all.
Selections-modify-contract-contract by 10
Effects-Plug in filters-Eye Candy 4000-gradient glow, use these settings


The lighter blue color is #C0C0FF
The darker blue is #8080FF
All the rest are white

With your image still selected, Selections-modify-contract by 5
Selections-invert ,Effects-Plug in filters-Eye Candy 4000-gradient glow and use the same settings
Ctrl+D to deselect.
Now you can save your image as a picture frame. Choose save, and navigate to your PSP frames folder. From the drop down choose to save as a .psp image, and type in the extension .pfr. For example, I called mine neonframe.pfr
