For this you will need PSP 7
Open a new image 400 X 400 transparent
Set your background to black, foreground to null
Click on your preset shapes tool. Choose Ellipse with these settings
Ellipse
Retain Style Unchecked
Antialias and Create as vector-Checked
Leave the line style set to default solid line
Draw an ellipse like this

Layers-convert to raster
Selections-select all, selections-float
Effects-3d Effects-Cut out-use these settings

DO NOT repeat the cutout.
Selections-modify-contract by 1. Selections-invert. Hit your delete key and deselect
Using the same settings as before, draw another black ellipse

Layers-convert to raster
Selections-select all, selections-float, effects-3d Effects-cutout. Use the same settings as before,
except this time change the offset to 0
Selections-modify-contract by 1, selections-invert, hit your delete key and deselect
Change your background color to #D21010
Draw an ellipse using the same settings as before

Click on your object selector and click node edit
Right click on the bottom node. Change the node type to symmetric

Now pull straight out on the handle of the node

This is the shape we're going for

Now pull up on the top and bottom boxes if you need to. You want the top of the wing level with the head,
and the bottom of the wing in the center of the body
This is what we are going for

Once you're happy with it, go to layers-convert to raster
Select all-selections-float. Effects-3d effects-cutout. Use these settings
Horizontal and Vertical-0
Opacity-66
Blur-13.8
Shadow color-black
Fill interior unchecked
Deselect
Layers-duplicate, image-flip.
Move your layers around if you need to until your image looks like this

Now change your background to black. Use your preset shapes tool on ellipse to draw some spots

They don't have to look exactly like mine, put whatever number of spots you think looks best wherever you want
If you are happy with your spots, go to layers-convert to raster
You can merge your layers visible now, and rename it body
Now we'll work on the details.
Change your background to white. Use your preset shapes, same settings as before, draw and ellipse for the eye
layers-convert to raster
Change your background back to black and draw a another smaller ellipse inside the white one

Layers-convert to raster.
Change your background to null, foreground to black
For the eyelashes, use the draw tool. I used bezier curve with a line width of one, antilias and vector checked,
close path unchecked and solid line. If it's easier for you to use freehand, you could do it that way too as long as all other settings are the same
Draw the first eyelash, zoom in if you need to so you can see what you're doing

Now edit-copy, edit-paste as new vector selection. Do this twice and postion them like this

Layers-convert to raster
Layers-arrange-move down. Do this twice so the top of the eyelashes are under the white part of the eye, with just the bottom sticking out
Now hide the body layer and merge all the other layers visible. Rename the merged layer to eye. Turn your body layer back on
Click on your eye layer. go to layers- duplicate. Now image-flip. Position it opposite of your first eye

Click on your draw tool, same settings as before, and draw a curved line for the antennae

Now switch your foregound back to null, background back to the red color #D21010
Use your ellipse, same settings as before and draw a little ball at the end of the antennae
Layers-convert to raster. Effects-3d effects-inner bevel- use these settings

Layers-duplicate, image-flip and position it on the bottom side of the head
If you are happy with your lady bug, turn on all layer and merge visible
Tube it for later use if you want
