For this you will need
PSP 7
Optional:Eye Candy 4000

Open a new image 300 X 150 pixels transparent
Floodfill the background layer with black
Set your foreground color to #008000, background color to #899D37
Set your foregound style to null, background to Gradient, use these settings



Use your preset shapes tool with these settings



Draw an ellipse on the left side, like this



Layers-convert to raster

Change your background color to black, leave your foreground style at null, change the background style to solid fill.
Draw another ellipse, like this



Hide your background layer and merge two eye layers visible. Rename to eye
Turn your background layer back on and activate the eye layer
If you don't have EC 4000, you can use inner bevel here, I just like the way it looked with EC 4.Go to Effects-Plugin filters-Eye Candy 4000-Glass

Use the Preset clear glass but make the following changes

Change the refraction to 1
Click on the Lighting tab, change the highlight brightness to 36
Click on the Bevel Profile and change it to subtle button

Go to layers-duplicate and move the second eye in to place



Now go to layers, merge all- flatten. You can crop the canvas if you have a lot of excess space around the eyes
Window-duplicate and save the copy as eye 1
Go back to your original image and add a new layer
Choose your selection tool. Set it on rectangle, antialias checked, feather 5
Draw a rectangle to cover the eyes and floodfill with black. Ctrl+ D to deselect
Window duplicate twice, so you have 3 copies of the image total
Activate the first copy. Layers-Merge all-flatten. Save as eye4
Activate another copy. Use the mover tool to move the rectangle so the bottom part of the eyes show



Layers-merge all-flatten, save as eye3
Go to the last image and move the rectangle up a little more



Layers-merge all-flatten, save as eye2

Open animation shop. Go to file, animation wizard
Tick same size as first image frame. Click next
Opaque, Black, click next
Tick upper left corner of frame, with the canvas color, click next
Tick Yes repeat the animation indefinitely, and type 25 in to the box, click next
Browse to whatever folder you saved the eyes to. Add them in this order
Eye1
eye2
Eye3
eye4
Eye3
eye2
eye1
Click next and finish
Save your image and you're done
