Layers-convert to raster
This is what you should have

Set your background to the same color you used for the trim on her dress
Click on your preset shapes tool and change it to triangle
Zoom in if you need to. Draw a triangle, like this

Now edit-copy, edit paste as new vector selection and turn the 2nd triangle to make a bow

Layers-convert to raster, rename to bow
Effects-3D effects-Inner bevel and use these settings

Now layers- duplicate and position the bows on her ears
Activate pompom.psp. Go to edit-copy. Now active your bear image-edit-paste as new layer. You can close the pompom image
Make sure your background is still set on the color you used for her bows and trim. Click on it with the dropper
Make a note of the numbers under hue and saturation. For mine, Hue was 192 and Saturation 255
Click cancel. With your pom pom layer active go to colors-colorize and change the hue and saturation to the numbers you just made a note of
Duplicate the layer and move the other pom pom into place
The bear is finished, unless you want to smudge the fur some. I'm not good at that so I'm leaving mine as is
When you're happy with your bear, go to layers-merge visible. Save as cheerbear.psp
