
For this you will need PSP 7
My selection files and gold patternUnzip the selection files to a folder of your choice, open the pattern in PSP and minimize it on your workspace
Open a new image 284 X 344 pixels transparent
Add a new layer, name it streamer 1
Selections-load from disk, load ebr1.sel
Floodfill with #000080
Ctrl + D to deselect
Add a new layer, name it shading
Set your foreground color to #000262
Use your airbush with these settings

Spray some shading on the edges

Go to effects-blur-gaussain blur, use a radius of 7.93
Selections-load from disk, load ebr1.sel
Selections-invert,hit your delete key
Ctrl + D to deselect
Add a new layer, name it highlight
Set your foreground to #6F76FF
Use your airbrush with the same settings as before, except change the size to 11
Add some shading like this

Go to effects-blur-gaussain blur, use a radius of 7.93
Selections-load from disk, load ebr1.sel
Selections-invert,hit your delete key
Ctrl + D to deselect
Hide your background layer and merge the streamer, shading and highlight layers visible
Duplicate your merged layer. Use your deformation tool, use the handle in the center to turn the duplicated layer a little to look like this

Now go to layers-duplicate, then image mirror
Go back to your original streamer layer and move it to the top. You can merge these three layers visible and rename to streamers. Hide this layer.
Add a new layer, name it top. selections-load from disk, load ebr2.sel
Floodfill with #000080
Ctrl+D to deselect
Add a new layer
Set your foreground to #000262
Use your airbrush, same settings as before except change the size to 5
spray some lines, like this

Effects-blur-gaussian blur with a radius of 3.97
selections-load from disk, load ebr2.sel
Selections-invert. Hit your delete key
Ctrl+D to deselect
Add a new layer
Set your foreground to #6F76FF
Use your airbrush, change the size to 9
Spray lines like this

Effects-blur-gaussian blur with a radius of 6.94
selections-load from disk, load ebr2.sel
Selections-invert. Hit your delete key
Ctrl+D to deselect
Add a new layer
Selections-load from disk, load load ebr3.sel
Set your foreground to #6F76FF, set your background to #000080
Set your foreground style to gradient, foreground-background, linear, angle 0, repeats one, invert gradient checked
Floodfill the selection with the gradient
Ctrl+D to deselect
Add a new layer
Selections-load from disk, load load ebr4.sel
Set your foreground to the gold satin pattern scale 50%, angle 90, floodfill the selection
Ctrl+d to deselect
If you want, you can add some text to the center, I added a 1 using the gold satin as my fill with stroke set to null
Layers-merge visible. Turn your streamers back on and arrange them so they're centered under the top
Layers-merge visible and you're done
