For this you will need
PSP 7
My Selections and Gradient
Unzip the selection files to a folder of your choice. Put the gradient (.jgd file) in your PSP gradients folder
Open a new image 410 X 379 pixels
Add a new layer, name it moon
Selections-load from disk, load erikasbluemoon1.sel
Floodfill with white.
Selections-select none
Add a new layer, name it shading
Set your foregound to the gradient using these settings

Use the airbrush with these settings

airbrush like this

Effects-Blur-Gaussian Blur with a radius of 23
Selections-load from disk, load erikasbluemoon1.sel
Selections-invert. Hit your delete key
Selections-select none
Layers-merge visible and rename your merged layer to moon
Add a new layer, name it eye
Set your foreground to #090984
Set your paint brush to the eye brush that comes with PSP. All settings should be default, except
the size, change that to 110

Click the brush once on your moon face. Now go to layers-duplicate, image-mirror and position the eyes where you want them
Add a new layer, name it lips
Got to selections-load from disk, load erikasbluemoon2.sel
Flood fill with #7072CC
Use your retouch tool with these settings

Lighten and darken like this

Open your layer palette and lock the transparency by removing the red X on the far right of the lips layer
Set your retouch tool to these settings

That's the size I used, you may want to change it. Zoom in on the lips so you can see what you're doing.
Blend the lightened areas, don't smear the darkened areas too much. This might take a few attempts. If you mess up, just undo it and try again. This is what we are going for

Your foreground should still be at the color we used on the lips.Set your background to null.
Use your draw tool, solid line width 6, antialias and create as vector checked. I used bezier curve, you can use freehand if you feel more comfortable with it. Draw a line like this for the nose

If you're happy with your line, go to layers- convert to raster.
Go to effects-Blur-Gaussian Blur with a radius of about 4.50.
If you don't like the way the layers are positioned, now is the time to move them. When you're happy with your image go to layers-merge visible and you're done
