For this you need Paint Shop Pro 7
Open a new image 500 X 500 pixels transparent
Set your foreground to null, background to black
Click on your preset shapes tool. Use these settings
Ellipse
Retain Style UNchecked
Antialias checked
Create as vector checked
Line style set to default, line width doesn't matter

Draw an ellipse like this


Now draw another smaller ellipse at the bottom on one side, like this

Now go to edit-copy, then edit paste as new vector selection and paste it on the opposite side

Now draw an ellipse like this at the top of the first one

If it’s not exactly centered on the bottom of the body, move it to the center. Otherwise, kitty will be lopsided
If your shapes aren't positioned as you want them, click on the object selector and then click on each ellipse to move it in to position. One you're happy with your image, go to layers-convert to raster. Rename this layer body
This is what you should have

Selections-Select all, selections-float, effects-3D effects-cutout and use these settings
vertical and horizontal-0
Opacity-54, Blur 25
Shadow color white, fill interior unchecked
Since I didn't specify exact sizes, this may be too dark or light for your cat. If the cutout is too strong, use lower numbers on the opacity and blur. If it's too faint, use higher numbers

If your kitty has a black outline, go to selection-defloat. Selections-modify-contract by 1. Selections-invert and hit your delete key 1 time
Ctrl+D to deselect
Use your preset shapes tool, same settings as before. Draw an ellipse like this for the leg

Now draw another one at the bottom of the leg for the foot. I hid the background layer for this step so it would be easier to see

If you're happy with the shape of the leg, go to layers-convert to raster. Rename this layer leg
Go to selections-select all. Selections-float. Effects-3d effects-cutout
I used the same settings as before, just changed the blur to 15. Again, since your size might be different you may need to adjust the opacity and blur
Ctrl+ d to deselect
Go to layers- Duplicate. Rename this layer leg2 and move to the other side of the body
Use your preset shapes tool, same settings as before. Make sure your foreground is null, background black. Draw an ellipse for the head
Now hold down your shift key and pull out on the side boxes at the top. This is what you should have

If you're happy with this shape, go to layers-convert to raster. Rename this layer head
Go to selections-select all. Selections-float. Effects-3d effects-cutout
I used these settings
Vertical and Horizontal-0
Opacity 52, Blur 27.5, Shadow color white, fill interior unchecked
If you want to get rid of the black out line, go to selections-modify-contract by 1, selections invert and hit your delete key 1 time
Ctrl+D to deselect
Switch your preset shapes to triangle, all the other settings the same. Draw a small triangle for the ear. Use the handle in the center to turn it to one side
Layers-convert to raster

Selections-select all-float, Effects-3D effects-cutout, same cutout except change the opacity to 49 and the blur to about 10. Selection-modify- contract by about 3
Floodfill with a light pink color, I am using #F8DAF8
Ctrl+D to deselect
Layers-arrange-move down.
Layers-duplicate, then image mirror and position the new ear on the other side of the head
Click on the top layer to make it active. set your background to white, foreground to null. Use your preset shapes, ellipse, all other settings are the same
Draw an ellipse for the eye

Switch your background to green, I am using #069806. Draw another ellipse inside the one you just drew. Zoom in if you need to so you can see what you're doing

Switch your background to black, draw an oval in the center of the green

If you are happy with the eye, go to layers-convert to raster and rename this layer eye
Layers-duplicate. Rename the duplicated layer to eye 2 and position the eyes where they should be
Preset shapes-triangle all other settings the same. Change your background to the same light pink you used on the inner ears, foreground to null, and draw a small triangle for the nose


Layers-convert to raster. effects-3D effects-inner bevel-use these settings

Click on the arrow in between your foreground and background colors at the top to switch your foreground to the light pink. Set your foreground to solid fill and background to null
Click on your draw tool and use these settings

Draw a straight line down from the nose

Layers-convert to raster and move it under the nose layer
Switch your line style to bezier curve and draw a straight line at the bottom of the other line you drew. Click once on each side and pull down so the line curve up to make a smile. Move it to the bottom of you other line and convert to raster

If you want, you can switch your color to light gray and your line type to single line and draw on some whiskers.
Now he needs a tail
Switch your foreground to black. Draw tool again, set at bezier curve, line width 10 all other settings should be the same
Draw a straight line about 3/4 the height of your kitty. Click once on the top and pull out, do the same at the bottom

Now click on the arrow between your foreground and background colors to change your background to black. Change your to null, background to solid fill.
Preset shapes-ellipse, all other settings the same
Draw a small ellipse to make your kitty's tail round on the end. Use the handle in the center to turn it to match the angle of the tail if you need to

Layers-convert to raster. selections-select all-float, effects-3D effects-cutout, use the same settings as before, changing the blur to about 20
Selections, modify-contract by 1, selections-invert, hit your delete key
Ctrl+D to deselect
Move the tail layer to the bottom and position it where it should be
Layers-merge visible and you're done
